Preheat oven to 350F.In a medium bowl, combine flour, cinnamon, all spice, ginger, baking powder, baking soda and salt; set aside.IN large bowl, combine margarine through vanilla until smooth. Add flour mixture and stir by hand until almost combined; add raisins and cranberries. Stir until just blended.Drop by large, rounded teaspoonfuls onto cookie sheet that has been sprayed with nonstick cooking spray (Cookies should be 2-inches apart). Bake for 12 to 15 minutes, utnil just set - springy to the touch around the edges, but you still leave a slight dent if you touch them in the middle. Transfer to a wire rack to cool.
