Cook and stir ground meat in dutch oven until cooked: drain. Add onion mix, cabbage and celery, cook and stir until vegetables are light brown. Stir in tomatoes (undrained), beans, water, salt, pepper and chili powder. Heat to boiling . (Can also simmer several hrs. in crock pot after browning the meat.)
