Melt butter in large saucepan over medium heat. Add onion, garlic, and brown sugar. Cook for 5 minutes, or until soft. Add chicken broth, water, salt, and pepper. Bring to a boil, stirring occasionally. Reduce heat to low/medium low, cook for 15 minutes, stirring occasionally. Stir in pumpkin, evaporated milk, and cinnamon. Bring to a slow boil, stirring occasionally. Cook for 5-10 more minutes.Transfer to food processor or blender (in batches, if necessary) and process until smooth. Return to saucepan.
