In large saucepan, heat oil and saute onions, bell peppers and garlic until soft - about 5-7 minutes. Stir in both beans, tomatoes, chilies chili powder, and cumin. Remove from heat and set aside. In 9x13 baking dish, spread half (1/2 of total) of the bean mixture. Arrange 6 of the corn tortillas over the bean mixture, over-lapping them slightly and having them come about 1" up the side of the dish. Spread with half of the remaining bean mixture (1/4 total) over the tortillas. Sprinkle with one cup of the cheese, then arrange remaining 6 tortillas on top. Spread remaining bean mixture (1/4 total). Coat one side of a piece of foil with cooking spray, and cover dish with sprayed side toward casserole. Bake until heated through and bubbly, about 30 minutes. Uncover and top with remaining cheese, and bake an additional 5 minutes more or until the cheese is melted.
