In a medium sized pot mix together 1 cup water, 1-6 oz can tomato paste, and 1-15 oz can diced tomatoes. Season with garlic, pepper, sea salt, chili pepper flakes, oregano, basil, rosemary, and thyme. Cook until flavors blend. Thinly slice 2 zucchini, 1 onion, and 1 red bell pepper, set aside. In a 9 x 12 casserole dish spread a thin layer of the tomato sauce, covering the bottom of the dish. Next layer 1/2 the zucchini, onion, and bell pepper slices. Top with another layer of sauce. Spread all the quinoa evenly on top of the sauce. Repeat vegetable layer and top with remaining sauce. Add Parmesan cheese if desired. Bake at 400, covered for 35-40 minutes.
