Cover Lentils with 500 ml of water, bring to a boil and simmer 2 minutes. Remove from heat, cover and let stand one hour. Drain any excess liquid from lentils and discard. Combine lentils, seasoning, onions, garlic and tomatoes. Place in a baking dish, cover tightly with foil and bake in a 375 degree oven for 20 minutes. Uncover and add carrots, celery, green pepper and parsley. Bake, covered for 50 minutesmore or until vegetables are tender.
