Here is how you make Vegetable Cheese Casserole:

Saute onions and garlic over medium high heat. Turn down heat to medium and add milk and flour. Stir/whisk until flour is fully dissolved. Add 1 c. of the cheese and stir until well melted. In a casserole dish, combine COOKED rice, frozen veggies, and herbs. Pour cheese sauce over the rice. Stir to distribute evenly. Sprinkle wheat germ and the rest of the cheese over top.
