1 1/2 cups FF Skim Milk
2 1/2 cups Fresh or Frozen Broccoli Flowerettes. If using frozen, thaw and pat dry with paper towel.
1 cup Part Skim Mozzarella Cheese Shreds
Nonstick cooking spray

Cook pasta in salted boiling water until al dente. Drain and set aside. Use steamer (or in medium saucepan bring 1/2 cup water to a boil) Cook broccoli and onions until crisp tender (covered). Drain and rinse with cold water to stop cooking process. Drain well and add to Rotini. Toss together. In small saucepan, Whisk flour, salt and pepper into milk. When mixed well, add ICBNButter and minced garlic. Over medium heat, bring to a boil stirring constantly. Cook until thickened. Remove from heat.Pour 1/2 of the Rotini mix into sprayed baking dish.
