In large ( approx. 8 quart) Dutch oven, cook onions and green peppers in oil over med.- high heat, stirring occasionally until onions are golden brown and peppers are soft. Add Mustard Seeds and cook, stirring, for 1 minute. Add canned tomatoes and tomato paste, chili powder, cumin seeds, cocoa, cinnamon, beans and their liquid. Then add can of tomato juice and water. Reduce heat and simmer about an hour, stirring occasionally to prevent scorching. The water can be omitted if you like a thicker chili and more chili powder added if you want it hotter.
