Saute garlic and spices in olive oil in a large stock pot. Add water and bring to boil. Add broccoli and cauliflower and cover for approximately 5 minutes, until broccoli is bright green. Add peas, tofu, and shrimp, and bring stock back to a boil. Add couscous, stir, cover, and remove from heat.
