In a 3 qt. or larger saucepan, heat the oil and saute the vegetables and garlic together for 5-8 minutes. Add the tomatoes, bouillon, water, wine, herbs, salt and pepper. Bring to a boil and reduce to a simmer; simmer covered for 30 minutes.
