Rough chop cauliflower and put in steamer. saute onion & garlic in olive oil, add mushrooms and cook till soft. Add wine. Let cook down.. Add fennel, sage and pepper and mix well. add vegetable broth, taste for flavor. If no more herbs needed, add flour in bit by bit whisking to keep lumps from forming under higher heat. Once gravy has started to thicken, add tempeh and let simmer for 10 minutes. When cauliflower is fully steamed, put in food processor and blend till perfectly smooth. Add chives pulse a few more times. Salt to your liking.
