How Do I Make Vegetarian Shephard's Pie?

Here is how you make Vegetarian Shephard's Pie:

1. Place potatoes in a large saucepan and cover with 2 inches of water. Bring to a simmer over medium-high heat, partially cover and cook until tender, 10 to 15 minutes. Drain and return the potatoes to the pot. Add milk, 2 tsp of butter, pepper and chives. Mash with a potato masher until mostly smooth.2. While the potatoes are cooking, position rack in upper third of oven; preheat broiler.3. Heat the remaining 2 tsp of butter in a large skillet over medium-high heat. Add onion, carrot, celery, garlic and bay leaf. Cover and cook, stirring occasionally, until softened, 5 to 7 minutes. Sprinkle with flour and stir to coat. Stir in broth. Bring to a simmer; cook, stirring, for 1 minute. Remove Bay Leaf. Stir in lentils and cook, stirring constantly, for 2 minutes.4. Pour the Lentil mixutre into the pan. Top with the mashed potatoes.
