Combine the half and half, garlic, salt, and pepper and bring to a boil (slowly). Simmer for 5-10 minutes. Mix the flour with a little water in a bowl to make a paste. Add the flour mixture, butter, and half of the cheese to the half and half mixture. Meanwhile, cook the gnocchi (they only take 3-4 minutes). Add the cooked gnocchi to the sauce and mix.
