In a small sauce pan, melt butter and blend in flour. Let sit 1 minutes. Add all of the cold milk, stirring with a whisk. Season with salt & cayenne pepper. Cook on low until smooth and boiling, stirring occasionally with the whisk. Reduce heat and stir in 1 cup of the cheese. In a lightly greased casserole dish, place 1/2 the sliced potatoes. Pour half the sauce over & repeat. Top with 1/2 cheese & a little paprika. Bake uncovered 1 hour at 350.
