Add garlic and cook 1 minute more.Add in seasonings, beans and rice and stir to combine. Add water and bring to a boil. Allow to cook for 5 minutes. Cover and allow to soak 1 1/2 hours.Bring water to a boil, then reduce to a simmer. Cook for 1 to 1 1/2 hours, until beans are tender. Add in tomato sauce and stir.
