Place carrots in slowcooker/crockpot. Cover with stock and water. Cook on low for 8 hours or high for 4 hours until carrots are easily "mashed." After cooking, take half the carrots and "cooked in" liquid and put in a blender. Puree and add half the can of evaporated milk. Repeat with the remaining carrots, liquid, and milk.
