Bring water to boil and slowly add in polenta while stirring constantly. Reduce heat and keep stirring until polenta is consistency of mashed potatoes. Spray 8x8 baking pan with nonstick cooking spray. Spread polenta on bottom of pan. Mix cottage cheese, egg beaters, garlic powder and spinach (prepared by thawing and squeezing out all extra water) together in separate bowl. Spread cheese mixture on top of polenta. Spread tomato sauce on top. Cover and bake for 35-40 minutes. Sprinkle mozzarella on top and bake for an additional 5 minutes or until cheese is melted.
