Heat oil in large pan over med heat, add onions and carrots and saute 3 mins. Add lentils, quinoa, tomato sauce, 3 C water, and spices. Stir and place lid on top and let cook for 15-20 minutes. Add more water if needed. Cut green peppers in half and clean out. In a boiling pot of water place green pepper halves in a few at a time and let boil for 1 min each.
