Heat 1 tbsp of olive oil in a large pan and add the garlic followed by the vegetables and stirfry on a medium/high heat for 10 minutes. Turn down the heat, then add the tomatoes, salt and vinegar and simmer for a further 10 minutes. Meanwhile in a small pan, heat the remaining olive oil on a low heat and add 1 tbsp plain flour, stirring constantly until you have a dough (add more flour if necessary). Then gradually add the milk, stirring continuously until you have a sauce constistency, bring the sauce to the boil by turning up the heat , then reduce to a simmer afterwards until ready to use. Finally, in a greased square dish, layer 1/2 the vegetable mixture, 1/2 lasagne pasta sheets, 1/2 white sauce and repeat, finishing with the parmesean cheese and bake in a hot oven (220C degrees) for 25-30 minutes until golden brown.
