Add onions, carrots and celery and saute over medium heat until tender. Add garlic and cook 1 or 2 additional minutes. Add broth and 2 c of water (if using flavor boost packets, if not, just add the 4 cups of broth), 9 oz milk, and potatoes; bring to a boil and cook until potatoes are tender. Mix flour with remaining 1/2 c water and add to pot. Add broccoli and remaining milk and simmer until soup is slightly thickened and broccoli is tender. Turn heat down to low and stir in cheese till melted.
