Add cabbage and cook about 1 minute until soft. Remove cabbage, run under cold water and drain. Dry the leaves with a paper towel. Remove vein in cabbage leaf if it is too thick and tough. You can use iceberg lettuce leaves instead and don?t need to cook them.Return water to boil. Add noodles and cook until tender, about 2 minutes. Drain. Run under cold water and drain. You can use brown rice instead (I use the boil in bag type).Arrange 4 leaves on cutting board. Place additional leaves on top of each of the 4 leaves if needed to form 8-inch length. Add small amount of wasabi paste to length of leaf if desired. Place 1/4 cup noodles (or rice) along the long side of each leaf forming 1-inch-wide strip. Arrange carrots atop noodles or rice, then green onion, bell pepper, cucumber and cilantro leaves. Starting from 1 long side, roll leaf over filling. Roll leaf tightly, place in plastic wrap and roll that up tightly. Refrigerate rolls at least 1 hour up to 8 hours. Combine rice vinegar, soy sauce, chili paste and Splenda in bowl. (Cover and refrigerate for up to 8 hours.) Remove plastic wrap from rolls and cut each roll into 6 pieces. Arrange pieces on a platter. Place sauce in small dish on platter for dipping.
