Add garlic, onion, carrots, parsnip, celery, red pepper & potatoes. Cook, stirring occasionally, until tender, about 5-7 minutes. Stir in cauliflower, asparagus & bay leaf. Cook another 4-5 minutes.*Whisk in flour until lightly browned, about 1 minute. Slowly stir in the milk and stock.
