Add onions and saute 3-4 min. Add garlic and meat, saute 1 min. Add tomatoes (undrained), beans (drained) and corn. Heat to a low boil. Meanwhile, in a small bowl or measuring cup, combine the water, cornstarch, cumin and chili powder. After the chili has come to a boil, add, stirring constantly. Liquid will thicken.
