Combine milk, onions and potato in large saucepan. Heat on medium heat until the potatos are cooked through being careful not to scald the bottom, approx 20-30 minutes. Mix the flour with 1/2 cup water and stir until smooth; add to the milk mixture. This will be your thickening agent. Add the mushrooms, clams and seasonings. Stir gently until the soup begins to thicken. Season to taste - Our family likes more pepper; my mother likes more rosemary. 4 servings.
