In large pot sauate onion in oil until soft and golden, about 5 minutes. Stir in peppers and saute for 5 minutes more, or until peppers are softened.Stir in rice and stock and bring to boil. cover tightly, reduce heat and simmer for 15 to 20 minutes, until rice is soft.Puree mixture until smooth and add sour cream,honey, salt and pepper.
