Here is how you make Pepper cole slaw:

Shred cabbage or use angel hair cole slaw mix in a bag. In a coffee cup, mix sugar and mayonnaise together. Add vinegar one tablespoon at a time until dressing is rather thin. Add the salt and pepper to the cabbage. Pour dressing over cabbage and stir thoroughly to coat all cabbage with dressing and pepper. Refrigerate at least 1 hour. Stir at least twice before serving.
