Pour oil and milk into one measuring cup, but do not stir. Pour directly into flour mixture.Mix until combined, then form a ball, wrap in plastic wrap, and refrigerate for at least 15 minutes.Preheat oven to 350 F.While pie crust dough is cooling, chop onion, bell pepper, and tomato.
