Discard soak water and rinse again. Place onion , garlic, and olive oil in a large pot and saute. Add beans, broth and water. Bring to a boil, stirring occasionally. Once it comes to a boil, lower to a simmer and add parsley, basil, oregano, cumin, bay leaves, and black pepper. Simmer until beans are about half done, adding more water when necessary. Keep it at a simmer and stir occasionally to keep beans from scorching to the bottom of the pot. Since the recipe starts with dried beans this might take up to 2 hours.
