Heat the olive oil in a large saucepan over medium heat. Add the sausage and fennel seeds and cook until no longer pink. Remove from pan, leaving pan juices. Add onion and cook for 2 minutes. Add garlic and cabbage and cook for 2 minutes. Return sausage to pan with beans, chicken broth and tomatoes. Heat to boiling, then lower heat and simmer covered for 20 minutes.
