Saute the onion, celery, carrot and garlic until soft, 5 minutes.Stir flour, salt and pepper into pan, coating the vegetables. Slowly pour in the chicken stock and milk, and add potatoes. Turn heat to high until mixture comes to a boil, then set to low heat and cover until potaotes are tender, 10-15 minutes.When potatoes are soft, remove lid and add the broccoli and parmasan. Cook until brocolli softens, about 5 minutes. Add more salt or pepper to taste. Stir in Cheddar cheese and remove from heat.
