Add the flour and the thyme, stir for five minutes. Whisk in 2 cups of water, simmer for 5 minutes, then add dry milk and remaining water. Heat the soup, but do not boil. Add the broccoli and heat through, about 5 more minutes. Puree soup with blender or in food processor. Add cheddar cheese and stir to combine.
