Roughly chop cauliflower and celery. Steam until soft. Reserve cooking water to add to soup as needed. In a seperate pan saute onion and garlic, add parsley at the end of cooking, put asside. Mix steamed vegetables, sauteed vegetables and all other ingredients in a sauce pan and puree until desired consistency. Add salt and pepper to taste.
