In 2-quart soup pot, brown onions, garlic, celery and mushrooms in olive oil. Add spices to release flavors. Pour in tomato juice or crushed tomatoes, add bay leaves and simmer for 15 minutes. Add zucchini and simmer for 5 minutes. Add scallops and navy beans and simmer until scallops are just cooked through.
