Here is how you make Winter Vegetable Chowder:

Melt butter in the size of saucepan you are going to add all the other ingredients too and saute onions & garlic. Add stock, rutabaga,parsnips,carrots, potatoes,salt,pepper & tarragon. Cover and simmer for 30 minutes. Combine flour and water in a jar and shake well. Stir into soup and continue stirring over medium heat until thickened. Remove from heat.
