Here is how you make Beef tips - Pressure cooker:

Mix spices and flour. Toss with beef. Saute in 1 tbsp olive oil until browned. Add onion and garlic and saute. Remove from pan and set aside. Deglaze pan with wine, scrapping up browned bits. Cook down until mostly absorbed. Add water and boullion cubes. Bring to boil. Return meat to pan & return to boil. Lock lid into place and bring to pressure. Once pressure is reached, lower heat to maintain pressure. Cook 25 minutes. Let return to non-pressure naturally. Remove meat from liquid, add carrots and peas. Return to boil. Remove 1/2 cup broth and mix with flour to thicken (optional step). Wisk thickener into boiling broth.
