Stir in taco seasoning and water. Simmer for 5 minutes. Stir in rice. Cook and stir until liquid is absorbed. Spread about 2 T refried beans, 1/4 cup beef mixture and 1 T cheese on each tortilla; roll up and place in pan. Combine salsa and soup and pour over enchiladas. Sprinkle with cheese. Bake at 350 degrees for 20-25 min or microwave 4 or 5 minutes till heated through and cheese is melted. Makes 12 enchiladas. May freeze half.
