Season the flour to taste (add salt, pepper, other seasonings as desired; it's rather bland without them).Dredge the cubed beef in the flour and shake lightly to remove extra flour.Remove the onions from the pan and add the meat, adding additional olive oil as necessary to lightly brown the meat. This works best in 2 or 3 steps.Transfer the meat and the onions into a 6-qt pressure cooker, add enough water to cover, close the lid, and bring it to pressure; cook at pressure for 15 minutes. Alternatively, the meat & onions could be baked in a slow oven or cooked in a slow cooker until the meat is tender.At the end of the 15 minutes, remove from the heat and let the cooker come to room pressure on its own. You can prepare the recipe to this step and then refrigerate it until you're ready to prepare the pasta.Boil 4 quarts of water and cook the pasta according to directions; drain, and add it to the meat mixture.
