Cut beef into small bite size pieces and chop onion. In sauce pan place a small amount of water with beef and onions cook until done. Remove onion and beef set aside leaving the sauce in pan, mix in flour and a small amount of water to sauce and cook for a minute or two. Slowly add water to pan stir contsantly so as to not create lumps. When you have put in all the milk add spices (if you like it saltier or spicey add more of either). Return meat and oinon to pan. Be careful not to let it boil when it's hot turn off stove add in the sour cream. Serve over rice.
