2 cups beef broth
8-20 cups water

3/4 tsp salt
3 Tbsp. shortening
3/4 cup milk

Here is how you make Beef Stew with Mom's Dumplings:

Brown stew beef in dutch oven over med. high heat. Add beef broth and 8 cups of water, onion and bay leaf. Bring to a boil, reduce heat to medium, cover and simmer at least 30 minutes. For best flavor, add water as needed and simmer for 3 hours. Return heat to medium high and add turnip and carrot. Cook at least 20 minutes then add the potato. Continue to cook another 20 minutes or until vegetable are tender.To make dumplings:Combine flour, baking powder and salt. Cut in shortening until crumbly. Add milk.
