Add beef cubes in batches making sure not to crowd and brown on all sides. Remove to a plate and continue until all beef is browned.Add onions to pan and saute until softened and translucent. Add garlic and cook, stirring constantly for about another minute. Add carrots, wine, broth, potatoes, and chocolate. Place back over heat and stir to scrape up browned bits on the bottom of pan. Add bay leaf and parsley.Close cover to pressure cooker and bring up to pressure. Cook at P1 for 40 min., P2 for 30 min, or P3 for 20 min.Release pressure as instructed for your pressure cooker.
