Shred carrots and dice onions while heating oil in large sauce pan over medium heat. Add onions and carrots to pan, cook 2-3 minutes. Move vegetables to sides of pan, and add ground beef to center. Brown and gradually incorporate vegetables. Make room in the center again and add garlic and tomato paste. Incorporate with other ingredients. Stir in worcestershire and wine. Stir in milk and cover, turning to low heat. Simmer up to 2 hours until desired thickness is achieved.
