Preheat oven to 350. Prepare macaroni according to package, drain & set aside. Brown ground beef & turkey together. Drain & rinse with hot water, set aside. Spray nonstick skillet with cooking spray. Saute onion & pepper over medium heat until opaque, about 5 minutes. Add tomato sauce, meat, & spices, heat through.Transfer mixture to 1 quart baking dish sprayed with nonstick cooking spray.
