Here is how you make Crockpot BBQ Brisket:

Place Brisket in Crockpot and cover with 2 cups of water. Set to high and allow to start cooking while you prepare sauce. ( I use a frozen brisket, but you don't have too.)For sauce combine remaining 1 cup of water and tomato paste, stir until smooth. Add remaining ingredients. At this point you can either cook the sauce over medium heat until it boils and thickens, or you can add it directly to the crockpot. (If you cook it on the stove 1st you can adjust seasoning to your liking.)Cook for 4-6 hours on high, or 6-8 hours on low.
