Tie roast, place in pan that has been lined with tin foil. Sprinkle onion soup mix over the top, then pour wine over it. Seal the aluminum foil so steam cannot escape. Place in a 350 degree oven for 2-2.5 hours. Remove roast from pan and pour drippings into a sauce pan. Mix water and Wondra in a cup, slowly adding to drippings over medium heat. Heat until boiling.
