Working in batches add meat and brown on all sides. Transfer meat to a medium bowl as it browns.Add potatoes, carrots, onions, leeks and turnip to pot. Cook 10 minutes, stirring occassionally. Stir in Flour until blended. Add 3 cups of water, bay leaf, rosemary, salt and pepper. Bring to boil, reduce heat. Add meat and simmer uncovered until meat is tender. 50 to 60 minutes.
