In the bowl of a stand mixer, whisk together flours, buttermilk powder, salt, cinnamon, sugar and yeast.Add Ensure and eggs and mix with the dough hook for 5 minutes.Add butter and mix 5 minutes longer, then add raisins and mix just to incorporate (about 2 minutes).Cover bowl and allow to rest 30 minutes.Meanwhile, in a small bowl, combine brown sugar, cinnamon and cornstarch.
