Mix cereal and water then set aside until all liquid is absorbed. Combine cereal with remaining wet ingredients. Combine all dry ingredients in a medium sized bowl. Stir in wet ingredients. Mix with an electric mixer until well combined. Stir in chocolate chips. Divide among 24 muffin cups. Bake at 325 for 18-20 minutes.My muffin papers are really small.
