Line baking sheets with parchment paper (the paper keeps the butterscotch chips on the bottom from scorching and sticking. Beat egg white and cream of tartar on high speed until very frothy and peaks just begin to form. Mix egg replacer with yogurt and apple sauce and add to beaten eggs. Sift remaining ingredients, except buttersccotch chips, together. Reduce speed to medium and gradually add dry ingredients to egg white mix. Stir in butterscotch chips by hand until all ingredients are well combined.Scoop a scant 1/4 cup of batter on to baking sheet for each scone. The batter will be fairly stiff, so they don't spread much, but leave a little space arround each scoop. Bake for 15-18 minutes on center racks or until tooth pick comes out clean.Can be served warm or cooled and they freeze well.
