Saute onions and jalapeno until just tender. Add ground beef and cook until it starts to brown. Add potato and garlic, continue to cook until beef to completely browned and potato is soft. Add chili powder, cumin, and salsa. Stir to combine and heat through. Taste mixture and add salt & pepper as needed. Transfer mixture to a large baking pan. Spread evenly over bottom of pan. Beat eggs thoroughly and pour over mixture in baking pan. Cover with foil and bake for 30 minutes. Remove foil and continue baking until center is set, about 10-15 minutes. Remove from oven and allow to cool slightly before cutting.
